Weezer's music or the actual members? I don't remember the music being particularly whiny but then I can only remember 2 songs.

Partly the members (or, really, specifically Rivers Cuomo). And then partly the music - or more specifically the lyrics - inasmuch as those lyrics are the work of Rivers Cuomo. It's frustrating, because it varies a lot over the various albums, and also because for the first two albums Matt Sharp was also contributing a lot to the songwriting. But after that it went downhill - and even on the second album (Pinkerton) there's a lot of songs that are just... ehhhhhhh unpleasant.
