If nothing bad happens, or even if the next year will be the same as last year in terms of what you need, plan A will be the cheapest. If you have to spend all the way up to your deductible, plan B will be cheaper. It's a bit of a gamble either way. If you are good at disciplining yourself to save, you could opt for the cheaper one and save the extra $71 towards healthcare costs that aren't covered.
