It's not true. That would be extremely unethical and illegal, for a hospital to just do it without asking the parents. It's not a matter of "opting out", it's you tell them if you want to do it or not.

It might have changed or might depend on where. I know one of my relatives is circumcised because they forgot to opt out of it and his parents were, needless to say, really pissed off about it. They already had two other intact boys and no intention of getting any of their kids snipped like that.

I wonder if that was a more-or-less isolated fuckup rather than a universal policy?

Was there a lawsuit? I'd be tempted to bring one. That is really awful.
