What's the windows tablet with the biggest screen that's the cheapest and lowest end?

It's for my mom, who won't do anything but browse websites on it, but insists on something with windows that is a tablet.

Most likely something like that. 10" is pretty much the 'standard' on tablet PCs. They go up to 12-ish, but they're also higher end.
