Yeah, I would agree with that. And I kind of suspect that in general people who criticize the prequels are focusing on Phantom Menace while people who praise them are focusing mostly on Sith with some elements of Attack of the Clones.

To me, I would say that Phantom Menace is actually a bad movie, where the other two are... aggressively mediocre at worst. Sith actually is at the point where I think it would be a genuinely good movie if it didn't have a few issues with pacing and a few iffy acting choices.
