The only way I know to do legible text in GIMP on anything other than a white background is to surround it with a thick outline. If it's not thick, it's not legible, and if it is thick, it still looks ugly.

I like putting my GIMP text on semi-transparent colored boxes, personally. I don't think I've seen many others do it really.
