More in detail: They're from Undertale, which is a cute little indie game that hit in september and made a big splash.

Like the person above said this is Sans (a very important character) and Gaster, who is kind of a 'secret' character hidden mostly in the game's code (who may not be a skeleton after all?). Chances are if you were seeing two skeletons on your dash the other one was actually a third character rather than Gaster.

Since 'Gaster' isn't the name of a (heavily derided) font, I rather doubt he's a skelly...and even more that he's related to Sans and Papyrus.

His name is actually W.D. Gaster! Which many people theorize to be short for Wing Din Gaster -> Wingdings being a font, which appears in the secret 17th lab entry, as well as in dialogue with one of the hidden NPCs, and Aster being the font Sans' Zs are in, when he falls asleep. Wingdings is also implied to be what the blueprints in Sans' basement are written in.
