Have you tried RPG Maker? The default set up is sort of JRPG-esque, but the more you know how to do the more freedom with that you have. Plus it helps you understand and work with the basics (things like variables, switches, etc) without doing any actual programming.

I believe you can pretty easily add original art into the game, but I never tried it myself.
