I'm not sure why you're incapable of sympathy? I have sympathy. I don't believe it's helpful to subvert blame, or that we shouldn't acknowledge that some people fuck up their own lives. But surely we can still be capable of sympathy, and even act on that sympathy by trying to create (and support) programs that help people get back on their feet. Just because someone's made mistakes and developed addictions doesn't mean we should turn their back on them.
