Well, to be fair, the actual proposal wasn't to drain the entire sea - just to lower water levels by a few hundred meters, enough to drain most of the Aegean and the Adriatic, but there's still be plenty of Mediterranean water left.

The idea was to build a giant hydroelectric dam at Gibraltar that could power Europe, and the new land created would provide a peaceful alternative to colonizing foreign territory for European expansion. The guy who proposed it also had the idea of damning the Congo river to create new lakes that could be used to irrigate the Sahara.

So really, a perfectly fine plan, as long as you ignore little details like "Won't that just create giant salt flats, not usable land?" and "You know irrigation won't magically turn desert sands into fertile cropland, right?"
