I'm not a fan of Yuri, for a couple reasons--firstly, the whole 'attempted sexual assault is just a wacky character trait' thing, but also because even though he's technically a lot younger than the heroine, he's coded as an adult, and she's 15. So to outside appearances it's literally a teacher seducing his unwilling 15-year-old student until she decides to give in. I know it's a bit more complicated than that, but still, that's how it reads.

He is better in his own route than he is in the others, though, I'll give him that. And he's still better than Tei. Except in that one ending. Though I kinda feel like the authorial intent behind that ending is 'we really want to do another fucked-up Tei end but we've already done so many we need to make this one a little different', since it does otherwise seem out of character for Yuri. Sure, he's a creeper, but when he definitively knows the heroine doesn't like him he just leaves. Maybe Tei's just a really bad influence.
