It doesn't really capture the Caribbean-ness aspect of the previous movies, that is one reason. I know At World's End went globe trotting, but it still managed to be Caribbean-y as well as Pirate-y. Stranger Tides, despite having the most famous pirate in the world before Kim Dotcom in it, was neither particularly pirate-y nor really capturing the lush vibrancy of the Caribbean. I guess being adapted from an unrelated work, and including a Goonies rip-off scene, did not really make it fit in the same franchise.
