Unusual aspects of world leaders that would work well today?

Apparently Peter the Great banned beards, except for priests, as a way to make Russian more Western. And my teacher claimed he would pull them off people's faces himself if they defied his order.

I think that's the kind of leader we need today, what with all this hipster crap. Unfortunately, too many people are pussies about this issue.

I'm 80% sure that's a legend. There is documentation of other lords willingly cutting off their beards in his presence as a display of fealty, though.
