Well, no. At best, that's an extremely over simplified viewpoint. Modern sanitation (along with realizing what the hell germs are) has saved countless lives. It's why most developed countries no longer have to worry about cholera epidemics.

Even if you argue that extreme hygiene has weakened immune systems because they're no longer as rigorously tested as they used to be, remember that this also means that people with weaker immune systems don't get sick and die. And who's "we"? If you are "sick all the time", then it's far more likely that you have a medical issue, that your lifestyle isn't as healthy as it could be (getting enough rest? A well rounded diet?) or that your personal cleanliness could be improved.

P.S. Frequent hand washing is still your best defense in cold/flu season.

When I say "we" I am referring to the general population in developed countries.
