Tbh I dont think we're meant to regard her as a good person so much as a representive of the shallow capital. She always strikes me as a feather headed mascot who goes along with whatever is in front of her.

Well meaning perhaps,but twisted by Capitol culture and values

Idk I saw her as similar to w ridiculous fluffy inbred poodle that's all bark, no bite and quite crazy XD but cute.

This. I thought we were supposed to see her as a decent person under it all, but someone who was also a) super fluffy and not long on thinking deeply and b) someone who was deeply a product of their culture.

That change, even if it seems morally obvious, was a big thing for her character. I find her entertaining but don't see her as a fully redeemed character.

Well, the point is, I think, that it's hard to "change" when something that is awful is just such a normal, even celebrated part of daily life. It's extremely hard to come to these realizations without some kind of inspiration that makes you question something you simply took for granted. Now, don't get me wrong, I don't feel the Hunger Games scenario is necessarily realistic (in the sense that perfectly happy, sweet people who actively get to know these people like Effie did would be totally ignorant of how cruel this all is until a courageous teenage girl shows them their wrongs), but I mean, people enjoying death games is feasible enough. Still, though, in the context of the show, Effie has to come to make the connection herself through a series of events. Can she be blamed for her work and position in the past? Perhaps, but she's not written to be a bad person, just ignorant.

Really? It took the US only 8 years to go from re-electing an unpopular president simply because Karl Rove was smart enough to get gay marriage on the ballot (and get get conservative-leaning voters out to shoot that down, and on the way vote for W)...to seeing gay marriage starting to become the law of the land. It really did happen that quickly--and that was an entire electorate. Do you not think one woman come to a realization sooner, especially if she is personally attached to two victors?

Really? I saw it as Effie becoming attached to Katniss and Peeta as people and realizing that no, this wasn't a game, these weren't players, these were real people. She had a chance to get to know Katniss and Peeta as people, and she came to love them (sweet, kind Peeta, and honest, awkward Katniss) She came to understand them and their district, even when she refused to relate. She loved them.

Honestly, I felt Banks played Effie perfectly in the second Reaping. She sounded so hopeful still, that the Capitol was just testing them and they weren't really going to take her girl. And that was the moment of her decision to find a way. The Capitol betrayed the boy and girl she loved, and she showed how strong she herself was by turning against everything she knew and had believed to protect her kids. She tried so hard, and even that wasn't enough, and she turned on the very people she'd been raised to believe in to protect two people she'd hardly known a year, and joined a wayward district and dressed a revolution, for love of them.
