Yes, I think the existence of a best friend dynamic in canon is enough for a lot of fans. In that, they've got most of what they wanted from canon already, and so in fandom they explore all of the unfulfilled things.

Obviously, it doesn't work that way for everyone, but there is a LOT of shipping between adversarial characters, it's always been popular, and it just seems to be a really common thing in fanfic.
