I've seen a few people who will do what OP says--won't do fanart commissions unless you hit their patreon.

The part that chafes my asscheeks (in addition to the PAY to do FAN art thing) is that this favors visual artists. Fandom has other productive fans and they can't' even commission, much less pull this patreon shit.
