Repeatedly trying to contact the person when they've showed no signs of responding or clarified they have no interest in doing so. (Not just, "Hey, I'm going to tell my favorite actor they were really good in tonight's episode!" I'm talking about people who message again and again and again begging for a response, not willing to give up because it's that important to them.)

Attempting to break into their personal accounts, that's stalkery. (And horrible.) Needing to always know where the person is (like, "Oh, they took a pic in front of a hotel LET ME FIND THAT HOTEL AND TRACK THEM DOWN!" is stalkery too.

The personal details thing can go either way. If you put it out in public, it's a given that some people are going to remember it, whether they really 'want' to or not.
