As below, a "fig" of ginger is a fairly archaic term for a knob of ginger.

Well, according to google it's because the root of "figging" comes from a "variant of obsolete feague ‘liven up’ (earlier ‘whip’); perhaps related to German fegen ‘sweep, thrash’." (That's from the 17th century) By early 19th century, it had come to mean "‘cause (a horse) to be lively and carry its tail well (by applying ginger to its anus)’; hence ‘smarten up.’"

So, that's why.

Honestly, I only know about it because of the book Night Watch, though it was oxen in that book.

This was often done to show horses where a high tail carriage was desirable. It's illegal in show rings but unfortunately is still sometimes done (in Arabian halter classes, for example).

Oh! I though it was because the ginger bit was shaped to look a bit like a fresh fig: ~ a pointy onion.

Not really; in figging, the ginger is cut to look like a butt plug (thank you wikipedia), while figs are more pear shaped, and would be more like fisting? Maybe?
