I don't find the presence of OCs to be a sign of a fic being bad or even something that makes me wary.

What does make me wary is OCs that seem to have no reason to be in the story, no job in the story. They either end up floundering around, being there but not doing shit.

I don't really mind if an OC has a role that turns out being major in the story as long as they're doing their part in the plot and pulling their weight. That's the way it should be for all the characters, canon or original.

I mean honestly I'd find an OC that was there but was inconsequential to the plot or anything to be just as annoying as an OC that the world revolved around and who hogs all the important jobs. "You're here but you're not doing anything, so why are you here?"

A story is like a play production. Everybody needs to play their role, and do their part. It doesn't matter if they're the new guy or the actors who are usually getting roles.

There's a difference between having a big role in the story and stealing the spotlight.

As someone that enjoys writing OCs, +1! You've got to have something that makes the audience get onboard with a brand new character, you can't just toss it out there and expect everyone'll love it. You have to remember, no one's inside your head with your entire backstory for this character, so no one's going into the story with an automatic warm glow in their chests for them.

I'm not a huge fan of OC's in canon-based fics, but I agree with this.

So much this. I don't have a problem with OCs, I have a problem with bad writing. It's true that a lot of fanfics have terribly written OCs, but that doesn't mean I'm going to boycott all fics with OCs based on the rotten apples.
