Well, thanks to this thread for finally explaining to me the joke about Figgins in Discworld context :

I don't think this is related at all though? Figgin is just supposed to sound like a euphemism for some body part, the genitals presumably, except nobody actually knows what it means.
The actual act of shoving ginger up a horse's butt to make it look perky does feature in Discworld books though, IIRC where Moist von Lipwig sells on a cheap horse at a higher price, and Vimes does it to some oxen in Night Watch and says it's a known conman's trick.
