Yea, this. Just because it can't be porn doesn't mean it has to be fluffy. (Unless the prompter specifically asked for fluff.)

Hell, you could write horror as long as it isn't explicit. (Though, uh...not sure most people would want horror fic for a Christmas giveaway. Depends what fandom we're talking about, haha.)

Gen stories. Blackouts when it gets to the smutty or super gritty parts. Watch some old movies where this used to be the norm for inspiration (style, not necessarily content) and think of it as a writing exercise.

There's a lot of room between NSFW and fluff, surely? Think of it as an opportunity to expand your writing horizons. Not everything has to be porn.

I'm sorry OP but I'm kind of surprised that someone can't write even 100 words of something that isn't graphic in some way. I don't know what fandom you're in, but don't the characters in this fandom do stuff that isn't having sex? Why not just imagine a non-sexual situation and then write about how the characters would react in that situation.

I probably should have mentioned this in the secret. But I first wrote a NSFW one for someone else, and it was in no way a drabble (2000 words). So while the challenge said drabble (which in this fandom is used to mean anywhere between 100 and 500 words), I kind of feel bad for only giving them something short when I gave the other person a long one.

The things I struggle writing are dialogue and descriptive stuff to make the scene picturable. So I can write smutty things really well, but I struggle to write other stuff.

And this person has already talked about how they would like more fluff for this ship, so while they only specified SFW, I think what they do want is fluff. And I don't see this ship as fluffy at all. It is creepy (I'm not going to say any more than that because it would be obvious who I am). But I'm struggling to figure out a way to write the ship how they picture it.

Honestly, just forget about doing fluff. Sure, maybe the person would like to see more of it, but if it won't work for this pairing, then there's no need to force it. Do what you can that's SFW, because if the person requested this from you, then they're probably doing so on the basis of your past writing which includes trusting your judgment.

This shouldn't be that hard. I love to write nsfw stuff too, but I can also write stuff that's not porn. Just think of it as broadening your scope of writing.

But SFW doesn't automatically equal fluff, you realize? Write them having a dramatic argument, or write them in a fade-to-black scene for pre-NSFW stuff. There's so much you can do that isn't porn and doesn't have to be schmoopy fluff o_O I think you're overthinking this.
