To give a little more context, this secret is referring to a monologue by the main antagonist, Handsome Jack. At one point in the game he describes an instance where a man from "New Haven" tried to attack him with a spoon. Handsome Jack then graphically describes gouging the man's eyes out with the previously mentioned spoon while the man's crying children watched.

This is supposed to be at least somewhat amusing due to how casually he delivers the entire anecdote.
