Close! It's 5 Centimeters Per Second, also by Makoto Shinkai. It's beautiful but sad. Figures, eh?

Shinkai has a rather signature way of using light, which must be why the screenshot reminded me of them.

The wiki says it's been licensed (to release on 3/8), so I'd better not go torrent it or anything. I look forward to seeing it.
