Sam and Steve worked together the whole movie. They were sort of friendly during the running scenes. And then there was the friendly seen with them at the VA meeting. It moved on to Steve going to Sam when he and Natasha needed to hide. And then Sam spent the rest of the movie backing Steve up (and was there for Steve at the end of the movie). He was also in Avengers 2 to check up with Steve on his progress with finding Bucky (and during the Ant-Man post credit scene).
Steve and Bucky had less time but they were childhood friends (so pre-established relationship) and Steve risked his life to save Bucky's life. They then had the bar scene with Peggy (and the dress). And then them working together to defeat Hydra bases. It culminated with Bucky "dying" and Steve trying to get drunk because of it.
Then Steve and Bucky had the CA:TWS. Flashbacks of them together and caring for each other. And ending with the power of Steve's love stopping Bucky from killing him.
But honestly? Even if they didn't have THAT much development, there is the issue that Tony and Steve are not even FRIENDLY to each other for the most part. It isn't just a lack of friendship, it is an abundance of Steve and Tony fighting each other for TWO movies. They don't get along except for the occasional smart ass comment to each other. There are basically co-workers who work together because they have to while being passive aggressive.

I think the post below about expectations for TV characterization being brought to a movie series makes sensebthough.
