A whole movie for both?

Sam and Steve worked together the whole movie. They were sort of friendly during the running scenes. And then there was the friendly seen with them at the VA meeting. It moved on to Steve going to Sam when he and Natasha needed to hide. And then Sam spent the rest of the movie backing Steve up (and was there for Steve at the end of the movie). He was also in Avengers 2 to check up with Steve on his progress with finding Bucky (and during the Ant-Man post credit scene).

Steve and Bucky had less time but they were childhood friends (so pre-established relationship) and Steve risked his life to save Bucky's life. They then had the bar scene with Peggy (and the dress). And then them working together to defeat Hydra bases. It culminated with Bucky "dying" and Steve trying to get drunk because of it.

Then Steve and Bucky had the CA:TWS. Flashbacks of them together and caring for each other. And ending with the power of Steve's love stopping Bucky from killing him.

But honestly? Even if they didn't have THAT much development, there is the issue that Tony and Steve are not even FRIENDLY to each other for the most part. It isn't just a lack of friendship, it is an abundance of Steve and Tony fighting each other for TWO movies. They don't get along except for the occasional smart ass comment to each other. There are basically co-workers who work together because they have to while being passive aggressive.

My point w/ both Sam & Bucky is that it only takes a couple scenes in the first act of each movie to establish the baseline of the relationship because that's what the first act of a movie is for.

I think the post below about expectations for TV characterization being brought to a movie series makes sensebthough.

I think there are massively different requirements between introducing a brand new character for someone to be friends with & turning a previously-established antagonistic relationship into a friendly one?

The latter requires a hell of a lot more work in order for it to seem believable.

Exactly. And it's obvious to the general audience, as well. I've watched the trailer with several non-fandom people and they've all snorted/laughed at Tony's "So was I"

It stretches credulity.

If you read them as fundamentally antagonistic, rather than two guys who have different views about how to accomplish common goals, I suppose this is true.

That would make so much sense! If Steve and Tony were not activately antagonistic towards each other. Again, it isn't that Sam and Bucky became friends with Steve in the first act of the movie. It is the fact that there were not two WHOLE movies before this showing that Steve and Sam barely get along.
