In order to have the emotional weight for that part to really work the, "So was I" line would either have to be said by Natasha to Steve, since their friendship (or at least their working relationship) was set up in Cap 2 or Tony saying it to Rhodey, if Rhodey were on Steve's side and had become friends with Steve. Or if Tony was saying it to Bruce. Hell, even Sam saying it to Steve would carry more weight.

But instead Marvel is so desperate for the fanservice they've completely ignored the necessary build-up, and I blame a lot of that on the fact there's been no serious meetings or discussions between the various writers and directors. Like how Joss basically ignored all of Cap 2. Civil War may turn out well, but so much leading up to it (Avengers 2) seems like a lot of the left hand not knowing what the right hand is doing.

Ooo, I would've adored that! That line would've meshed much better with Nat then Tony.
