As for the actual scene, I don't know that it was supposed to be heartbreaking exactly, but it is supposed to be a bit sad and show the consequences of Steve's actions (and both characters allegiances).
I can believe that Steve and Tony are friends (very, very casual friends), but not close ones (the films never say they are, anyway). They probably don't spend much time together (most the Avengers don't, I'd wager), know each other that intimately or have the devoted friendship that the comic versions have; they feel more like (...somewhat?) friendly colleagues then friends to me, but I can kinda see why Marvel used the term. It would've sounded awkward to try to describe their relationship any other way after that "He's my friend" line, and "So was I" is catchy and concise.
So while I found myself going, "Okay", more than "NOOOOOOOOOOOOOOOOOO!", I think it got the point across.
