The line may fall flat, but Marvel will still focus on both characters and give them the most screentime. RDJ is their most profitable actor, and the marketing for this film is basically trying to sell it as Steve vs Tony. And so far they are succeeding - if you look at male-heavy fan spaces like reddit or even twitter where most non-fannish people hang out to gauge general audience's reaction, they are buying Steve/Tony friendship. The thing those people often mention as proof of this deep bond between Steve and Tony is "I will miss you" line from AoU and Tony's nightmare with dying Steve. So for general audience it basically works -Steve and Tony are both major characters and if the studio says they are friends, the average movie goer believes it.
