In regards to the first situation, that woman had bad manners, but I don't think it's just a writer thing. You can find all sorts of people who are just so excited about one topic, or the work they're doing, or their hobby, that they can't stop talking about it and don't realize that they're shutting other people out of the conversation or just being a bore.

In the second one, that acquaintance was just rude.
