It wouldn't have to be to soon, except that AoU was three quarters of the way to hero vs hero already, so it *also* didn't build the avengers AS avengers in a successful post-immediate-desperate-origin team from Avengers 1. If AoU had been a solid team movie with Steve and Tony actually being friends and allies and trusting each other and complimenting each other and solidifying things that began in the avengers and incorporating the characterization of Phase II, it would work.

But AoU was basically the opposite of that, so it doesn't,
