I first heard about the fashion in the mid 2000s myself, and from what I recall, outfits were still pretty dressy but not OTT like we have now. You'd occasionally see someone in an OTT coord, probably someone in either sweet or ero, but it wasn't nearly as prevalent as it is now.

Even then, I definitely noticed how it was mostly OTT that got the most attention and praise. But it feels like OTT REALLY took off after western comms moved away from LJ and onto tumblr. I feel like the platform's model may have something to do with, but who knows?

It sure would be nice to go back to the old days when people had room for more creativity with the style.

It depends on your location, too, I think. The Metroplex Lolitas in DFW on Facebook have a good variety. There's a lot of OTT, but also people with casual styles, and they are quite laid back about rules. I'm just getting into the fashion myself, so I'm trying to find a middle ground, but no one has given me trouble for it.
