Because the age of consent and social norms about teenage sexuality are different in Japan? Because America isn't the only country and culture in the world and doesn't set the standards for what is allowed in other countries and cultures?

I mean, I'm not saying it's a good thing or that you can't criticize it, but asking "why are they allowed?" is kind of idiotic. Who is going to disallow them? People from the west who don't like it but don't have any sway with the media laws and codes of their source country? Or people from their own country who do have sway but don't see anything wrong with it?
