Look, I'm the first to say that Regina is a rapist and that although I believe redemption is possible for anyone, the show never actually saw her admitting it was rape or admitting to murdering him or feeling remorseful in any way for this specifically, although I think we are supposed to believe she is remorseful for all the things she did as the Evil Queen.

That being said, these two things are so very different. Kilgrave isn't even trying for redemption. He doesn't think he did anything wrong. He only offers to be a hero to try to tempt Jessica into being with him again. He literally doesn't care about anything but getting what he wants, and there has been no hint at any chance for redemption. Redemption is possible, but it has to be earned. We'd have to see a complete change in his perspective from as selfish, misogynistic, entitled jackass. We'd have to see him acknowledging that he did horrible things and working to do the right thing for the right reasons.

She said specifically that she doesn't regret anything she did. She is horrible and her fans are bad people for liking her.

And then at some point later she said she did. I'm not saying her redemption has been well done, but she isn't the same as Kilgrave.

There's a point when the writing is so bad at acknowledging just how terrible something was that you kind of have to put it down to "They probably didn't even think of it as an assault to that degree" and pretend it never happened. Her redemption story is a mess, yes, but it's not a show I take terribly seriously.
