Context? Are we talking about the USA here?

I doubt it because they just renovated/updated two of the libraries in my area and have plans to do the same to a third.

They just renovated and enlarged the public library in my home town too. But I can easily believe that in some big cities, there's little effort to get funds for libraries that only poor people use. In Philadelphia, where my folks live, the population grudges cops and firefighters their pensions--and these are people whom everyone (deservedly or not) regards as heroes until, apparently, they get old or disabled and have to retire--then they're greedy hogs with their snouts in the public trough. In those circumstances, how much of a will do you think there is to fund libraries so poor people can get access to books and computers?
