I can see this. Not even based on age like previous anon, Cloud is just extremely sheltered and awkward. I would actually have a hard time believing he wasn't completely inexperienced (outside the aforementioned wtf in the Honeybee Inn) if they did anything in this scene. Which, yeah, now that you say it, I can see it.
