Probably because Ron seems to only have eyes for Hemione and Harry is firmly in that bro category. Draco and Harry have all the elements that make a popular enemy to lovers pairing: an obsession with each other, an inauspicious first meeting and subsequent snubbing, they are counterparts on the light and dark sides of the conflict, Harry's got that savior conpkex and Draco needs a good saving, they've attempted to murder each other (always good for those enemy ships), etc. I could go on.
