I think it was shocking to me because she was really young and non-violent herself? Or because Katniss did have that sort of protective big sister thing going on with her?

Obviously, it's all really shocking. But I think with Rue it hits home more than with the older (career) kids who are really good fighters.

Objectively, it's equally tragic if they die. Subjectively, it it's about what touches you as a reader or viewer, and I do recall being quite affected by it.
