That's what I think, too. Katniss would die so Rue could win and then Rue would probably follow the same path as the previous winners and the hunger games would go on as normal, probably.

I think the "suicide" thing could still work. Katniss would want to die for Rue, but Rue would rather die herself than live with that. If the love story was tragic enough for two winners, I don't see why a sisterly bond wouldn't be.
