I want to buy some for my sister. What are a good brand that isn't outrageously expensive?

I don't know where you live and how available they are there, but where I live, White Nights/ St Petersburg Watercolours are a fairly cheap but good option. I personally like them a lot. If it's for someone just starting out, you also don't need a ton of different colours - a set of primary colours plus black and maybe a basic green gets you a long way because you can mix watercolours well.
