A type o phrase frequently used by people who are unnecessarily rude and harsh and expect other people to live with it and if someone in their life displays a perfectly reasonably negative reaction, the person who was insulted is the 'oversensitive" one.

It also describes a LOT of people in fandom, who will flip the fuck out if you dare to tell them something they don't want to hear no matter how gently you phrase it.

It's also a type of phrased used by people who know someone who truly IS sensitive to any hint of criticism on any subject at all. If you're lucky enough not to know anyone in real life who's like this, then great for you. Some of us know people who are so touchy you can't even say even the most innocuous of sentences.

+1. Fandom is full of these assholes, too. One "friend" I had like this blew up at people even if they LIKED her fic, if they dared tell her there was even a tiny thing that could use improvement.
