At least in the US, 18 is legally an adult, and the legal age of consent (in most areas).

Personally, I don't want to read about anyone under 21, because that's closer to my sense of an age that separates kids from adults, but that age range can be pretty limiting for manga. 18 is still pretty gross to me, but at least they are "adults" in one manner of speaking.
