Uhhhhh have you seen anime recently?

They always say they're 16 but they're drawn like they're 12. This has been a thing since like...Lucky Star.

You're wrong. Little kids are the primary audience for *most* anime, that is to say shows like One Piece or Dragonball. That is what sells. Almost everything else is late-night niche product increasingly marketed more and more to 40 year old otaku, because 40 year old otaku will drop huge amounts of money on DVD and merch. Teenagers will not spend like otaku will.
