She clearly is. Her whole livelihood is established on being dependent on her mechanical engineering skills working in and scavenging from spacecraft, and she wouldn't have survived had she not been able to defend herself. Her abilities in TFA are overwhelmingly better established and plausible than Luke's in ANH. She worked on spaceships for a living by herself and homeless, he farmed moisture in a cozy family compound.
The only reason this complaint is occurring is because Rey is a female, and it's apparently offensive to internet dipshits that she would know how to do stuff. Nobody complains when Mad Max uses his fighting skills, or his mechanical knowledge, to NOT DIE in the story where he's a protagonist.
