Well, that wasn't Moriarty. It was Sherlock hallucinating him. Just as there was no actual Moriarty in S3.

It's funny to see that in Sherlock's head Moriarty seems to get more and more over the top as time marches on.

When in canon, the only time we didn't see Moriarty playing a role, was him being depressed and suicidal on that roof. That was the real him, not the caricature he played before everyone else.
