I wasn't ever able to get in to P&R either, (so maybe it does get better after the first few episodes, I'm seriously disappointed I didn't like it) what exactly is a soft reboot?

It means they're not wiping the slate clean, they're just going to make small changes maybe in the tone and humor of the show.

Same show, same general premise, same writers, same actors, BUT they change the tone of the show because of audience reactions and such.

Da: with parks and rec they just basically gave the show some direction, firmed up where they were going with the characters, especially Leslie and Andy, etc.

It does get better! S1 is....really not very good, and S2 starts slow. It starts getting good around the middle of S2 and it's absolutely wonderful from there on, so you might jump in there and give it a try. It's very easy to watch that way, too--you won't be missing important backstory or anything.
