Honestly, I thought Clones was the worst one by a lot. Jake Lloyd was an annoying child actor, but no worse than any random kid on any random sitcom. Hayden Christensen, though? Holy shit, that was painful. Some actors can rise above terrible writing, but he was not one of them. Not to mention, he and Natalie Portman had so little chemistry that they achieved negative chemistry -- committed couples in the audience actually left the theaters less attracted to each other than they were when they walked in. The creepy, stalkerish dialogue coupled with Hayden's cold, dead delivery and Natalie's apparent disinterest/discomfort really gave it that nice "I'm being stalked by a sociopath with mind control powers" touch. I'd take fucking Jar Jar on a date to the pod races before I'd listen to another Anakin sand monologue.

THIS. All of this. Everyone rags on Menace, but honestly, I thought it wasn't that bad, and people give that poor child actor a lot of flack for it.

Hayden Christensen, however, was terrible. That is, hands down, almost the worst acting I've ever seen in a movie. Plus the lack of chemistry, awful "romantic" stalker dialogue, and dead-eyed looks - I just felt sorry for Padme. Zero chemistry.

Attack of the Clones is the worst of the prequels.

Lucas managed to turn actors we all KNOW are great (Ewan, Sam, Nat, Mr. Lee, Jimmy, etc) and turn them into cardboard cutouts, a relative newbie had less than no chance. So, it really isn't fair to blame it on the "acting" when it was so clearly more about the direction and editing (takes used). The only actor who really over came it was Ian McDiarmid who I'm convinced just decided to chew the scenery until Lucas gave in and let him do what he wanted.
