Well, 11-year olds don't have very powerful magic. Levitating yourself around all day might be beyond a first-year.

They'd probably need to have an exception made for them if they wanted to use a broom or a flying carpet to get around instead. There's no way kids are allowed to fly broomsticks through the halls to classes. But I could see where a lot of people wouldn't want to switch to those in the first place.

Yes but it assumes in a world of magic and flight that no disabled people ever existed and there's no disability accommodation anywhere. I would assume something exists to help kids who are disabled that are not specifically wheelchairs, so shoehorning in muggleworld wheelchairs as the only way for disabled people to get around in a world of magic and flight is major wtf territory

They gave Hermione a TIME MACHINE so she could do extra credit work.

I think they could get a kid a fuckin' flying chair so they could attend any classes at all.
