Most bullies grow up, and only pick on people they think deserve it. They couch it in terms of just-joking, and or they say "but I said sorry" after each and every incident without ever actually stopping the incidents. I don't think James would have been a tyrant to Lily or Harry, or Harry's friends, but to someone who he decided needed to "Loosen up" or that didn't abide by his own social standards, he'd be a hellish bully because he's one of those "its just a joke" bullies or "maybe if they were cooler" bullies. Unlike Snape who is just a complete asshole on the face of it and doesn't try to hide his bullying as a joke or anything like that, which isn't really relevant but you have to flag up that Snape was an asshole every time that Jamesie boy is criticised or you get called a Snape stan.

Receipts needed. Especially if you're going to say this is true of most high school bullies.

Nah, that's how fictional bullies grow up. Where bullying is a plot point for establishing character, rather than a consequence of hormones and stupid teenage social dynamics.

I don't think this is how all bullies grow up, I think it's some column A and some column B, and importantly, we have no evidence that James has ever done any of this.

Like I actually think it's a really interesting headcanon that'd be fun to explore. It's not out of the question that he was still sort of a general dickhead - or maybe not, point is, we don't know.
