Considering they were raised together as brothers I'd say it definitely fully counts as incest. Adopted siblings are just as much siblings as blood siblings and it honestly makes me glad I don't read Thorki fic because not tagging at incest would really bother me. It seems disrespectful to people who are adopted by acting like their family ties aren't ~real~ the way blood ties are.

Fanfiction is not real life. So people who don't consider Loki and Thor brothers may feel differently in real life. Just like people who enjoy non-con fic don't actually want to be raped.

And I expect that people don't tag Thor/Loki as incest because they assume that most people will be smart enough to know that Thor/Loki is automatically incest (like Dean/Sam) OR they don't think Norse Gods play by the same familial rules.

I think this is kind of a weird comparison - that would be like if I said people who like incest fic actually want to fuck their siblings?

What I'm really saying is that, in fic or IRL, siblings = siblings. It's fine to interpret their relationship differently but your original comment implied that Thor and Loki are categorically different from blood siblings because Loki's adopted and that would change the fact that it's incest. Like to some individuals it may change how they feel about it, but they're still brothers just as much as blood brothers, and that's the entire point I'm making. I guess you don't have to agree, but that's my stance.
