I don't think it counts as pandering if you do it for yourself. Pandering must involve doing things to please other people.

Nothing wrong with that. Titillation is fine, and a valid reason to produce content.

However, if you draw a bunch of girls looking hot and then decide that your focus group wanted to see a disabled girl looking hot and a girl looking hot wearing an inner tube and a snorkel so you threw that in despite the fact that both those girls clashed with the tone of the rest of your hot looking girls... that is not fine.
